Government support is provided to business entities through the Entrepreneurship Development Fund.

The support consists of subsidizing the interest rates on loans provided to businesses.

Loans are designated for specific purposes: for investments (purchase of fixed assets, vehicles, real estate) or to replenish working capital.
There are priority areas for which reduced interest rates and higher loan amounts are provided:
- agricultural producers;
- processing plants;
- energy service companies;
- companies operating in areas where hostilities are ongoing or in occupied territories;
- the reconstruction of structures destroyed as a result of military aggression.
There are priority areas for which reduced interest rates and higher loan amounts are provided:
- are credit or insurance institutions, investment funds, private pension funds, professional securities market participants, or pawnshops;
- are engaged in the manufacture or sale of weapons, alcoholic beverages, or tobacco products; currency exchange; or the leasing of real estate, provided that these activities constitute their primary business.
